I can't tell from photos/reviews does it have the places to install a rear rack for commuter panniers. . .

It does have a set of eyelets on the dropouts but you'd need something like this (http://bikeisland.com/cgi-bin/BKTK_STOR20.cgi?Action=Details&ProdID=1541) because they don't have mounts on the stays. I'm not sure if the frame actually takes a 31.8mm clamp though.
