He'll be doing the Tour of Poland & the Vuelta. Not doing the TDF this year.

Assuming that Contador is showing signs of pain from the Giro, I'd imagine that Nibali or Scarpone would be 10-15 minutes down by now.

That was the plan since the start of the season. Nibali would be the leader at the Giro and Basso would focus on the Tour. Nibali will probably get a shot at the Vuelta.
I like Nibali, but I don't think he can win the Tour yet. Might as well stick to the Giro and Vuelta for another year or two where he can get results.

Basso was supposed to defend the Giro, but got into an accident and couldn't compete.
I'd assume Nibali was slotted to ride the Vuelta instead of the TdF anyway.
