I have a '78 Schwinn Le Tour that I love to ride. It has a slight bend in the rear downtube, between the brakes and the wheel socket. It is slightly off line when I center the wheel. What is the best way to fix this? Can the frame be re-aligned?

Park makes a tool to straighten the rear stays. It works ok. As I understand your post, you're talking about the seat stays being bent. Google "string test" to see how to make sure it's straight

I will do that.
The part of the bar that is bent is between the brake and the hub - almost dead center.
