What is the difference between clincher and tubular wheels? Which should i purchase?

tubular wheels have the tire directly mounted to the wheel. clincher have an inner tube between the wheel and the tire. CLinchers are cheaper, and much easier to change. Tubulars are said to offer better handling and a smoother ride, but if you get a flat, you have to glue the replacement on, which is somewhat difficult and messy. As to which you wanna buy, it really comes down to personal preference. if you take the time to learn how to glue a tubular, have the extra money, and don't mind carrying the supplies on the road with you, then there is not any real reason to avoid them
