I have 700x28 tyres and I went to buy some tubes and the size options were:

700x18-28 or
700x28-42

So my tyres are 28...which tubes do I get (and does it matter). Does my weight play a factor? (I'm 225)...

Both would fit. Smaller might be easier changing but really doesn't matter much. I'm 245 and use the 18-28 - have for years.

I like my tubes on the smaller side, so given the choice, get 700x18-28.

Smaller one is the better choice. The larger size is more likely to get caught under the tire bead. The larger size would add unnecessary weight at the worst possible place on the bike.

Definitely shoot for the smaller size, tubes stretch out fairly easily, but they do not stretch in. If the 28-42 tube was manufactured poorly, you will likely encounter folds in the tube which can lead to lumps in the tire and poor bead seating. Good Luck!

Smaller. I'm running 20-26 tubes in my 28 tires myself. The 28-32 tubes were a pain to try to get in.
