You need to use 1" spacers on the bottom and a 1-1/8" topcap.
I'm still sporting a 1" top cap on my 1" st, is it really necessary I replace that top cap? I've had 1" spacers on top of the stem and the 1" top cap on top without spacers and haven't had any issues (that I'm aware of).

k, couldn't i put a spacer on top and use 1" top cap? my fork hasn't been cut yet and i'm probably going to leave a bit of space just in case...

That's how Thomson tells you to do it on the instructions they send with their shims. I haven't tried it yet...
I would think the 1-1/8" top cap is to keep the 1-1/8" stem from flying off when you're pulling up on the bars. Following this logic, if you wanted to use a spacer on top of the stem, you'd want a 1-1/8" spacer on top.

depends on the shim that you use. If its just a shim and nothing more, like yummy said, there's a chance the 1 1/8" stem could slide off... However, I have seen a shim with a flare which would be best with either 1" or 1 1/8"
FWIW: when I shimmed my kilo, I continued to use the 1" top cap + 5mm spacer above the stem, both using the flared shim as well as a thin shim.

Top cap doesn't hold the stem in place, the bolts on the stem does.
It is "recommended" to have a 1 1/8" top cap with 1 1/8" stem or else you might have problem preloading the headset properly.

Wouldn't the 1" topcap preload the headset by pushing down on the shim?

yes, if there is enough surface area on the shim for the top cap to seat against

Oh yea, I forgot that the shim might have a shorter stack height than the stem. Woops!
