Hello Nsbenz welcoem to the forums. this is a great looking bike! it need a bit of help but it looks to be in fabulous condition.
I hope the key for that lock is around get rid of it first. then lower the stem a few inches.

I believe the Carlton Shop is the highend of the Raleigh line, but if I am wrong we will know very soon.
Anyone have an idea of year and value?

Carlton was an independent company that was bought by Raleigh and used as it's quality "racing" manufacturer with bikes branded both as Carlton and as Raleigh for a while. Looks like you have cottered Williams cranks. According to this site (http://www.nonlintec.com/carlton/) the crankset should have a date stamp.
Here is a web page (http://www.carltoncycles.me.uk/home.htm)devoted to Carlton. A subpage indicates that the seven digit serial number suggests a manufacture year of 1968-1972. The dropouts look stamped suggesting it is not a top of the line frame. I see the rear derailleur is detached. Does it have a brand on it? How about the shift levers?
The derailleur is marked Maeda Industries, the dropouts are stamped Y3132 so it looks like it is a 1967. Any idea the value on a bike like this?

No idea of it's worth other than it is probably worth more in the US than in England as the Carlton brand was more utilized for English than US models. If I were you I would post a picture of it on the main C & V page. I can't believe that no Carlton aficionados have weighed in yet, they might not be seeing this thread on this sub-forum. Without chromed fork and stay ends at its vintage it is unlikely to be a top notch model.
