I've tried on some running tights and my waist falls on a medium but inseam is just right for a small.
I'm not sure on how it works for cycling tights.

Not necessarily. Their leg lengths vary depending on the brand or options within a brand.

None of my cycling tights have a chamois.
No. I have two pair and both are ankle length. In fact, one old polypro pair has foot stirrups.
