I am an older cyclist and have ridden about 200K miles, mostly commuting to and from work. Cycling has always been my primary means of transportation. I own about ten bikes, several of which I've had for 30 to 50 years. I do my own work and had about twice as many at one time but have given away the excess over the years and have kept the ones I ride most and/or have owned longest. I have been fighting with the City of Tempe for thirty years over what they've done to cyclists with little success. Just found this forum today and look forward to reading what you guys are dealing with.

Have ridden in Tempe a few times.
No worse/no better than the rest of the PHX area.
Lived in Tucson for the past 33 years, a bit more bike friendly for sure!
Get yourself into a local bike club and on the local biycle committee.
