I read I can use silicone, any recommendations on brand?

Can I just tape the stem with electric tape?

Odd thing is it only happens on my back wheel and not the front.

yea, that or, Try wrapping the stem with teflon plumbers tape,thinner.
or gaffers tape .. thicker , fabric body.

Can you slip something over the valve stem, like electrician's shrink wrap tubing. If the tube were off the rim, you could even quickly heat it with a few waves of a match to shrink it. However, I'm not sure how much clearance you have between the stem and hole.

Cut a piece of electrial tape and tape it 'over' the valve.

Look at pro bikes with zipp wheels for example. 1 cent, 3 second solution.
