Does anyone use this set up? The issue is Ortlieb's hook closure and the metal strip behind the bar on the rack which prevents them from closing completely. I am considering cutting a slot through the strip for the hooks, but wondered what others have done.

Just buy a square file, and file the round holes a bit, till the catch closes.
Shouldnt take much, use 8mm insert in Ort Hooks.

the Blackburn design was made before Ortlieb company was started.

the holes accommodated , a pin that closed the hooks on 'Tailwind' Panniers .

I would rather cut out a bit of the metal that is preventing closure. Ive done that on another rack and there was no problem.
The slatted panel is not very structural.
The Tubus Tara rack is probably the best one going, Ortleib compatible and very light, stiff and strong.
