Minoura makes a clamp to convert a standard water bottle cage to a handlebar mount. Any average-or-better LBS can get you one.

Does it have to be a special "for my lifecycle" or can you
zip tie a holder on somwhere??

Assuming the bike has a conveniently placed frame tube, you can mount any ordinary water bottle mount using a couple cheap hose clamps from home depot. wrap some tape or an old inner tube around the frame first to protect the paint.
