I would agree, I can't see Central Iowa being a hotbed of bicycle buying right now. plus a 24 or 25" frame is pretty big you need to be 6' 2"

Also: Vista Pacer = no-name brand, possibly something sold in non-bike shops (Walmart, KMart, etc)
'made in Japan, possibly by Giant' = dishonest. Giant = Merida, Taiwanese company. Early 80s Taiwan production was low-end copying of Japanese work; the work quickly got better but this is unlikely to be a 'better' example.
Even for $60 this does not sound like any kind of deal.

That bike would sell for maybe $125 in very good condition where I live and prices are high here. It's hard to tell the condition of this bike but with the amount of grease/grime on the dropout I doubt anything was done to it besides new tires.
Is it what you want? Is it your size? If it's yes to those 2 questions, if it's in very good shape and you can get it for less than perhaps it's a good deal for you. Also if the pickins are slim in your town and you are in a hurry to buy a bike.
What's your budget? Not in a hurry? Have you looked on ebay where you can shop for about 200,000 bikes?

You want basic transportation? I see mountain bikes for $40 on your CL and they can be just fine to get you around.

Claw derailleur hanger, stem shifters, steel rims, galvanized spokes. That's a really basic low end bike. What are you seeking, and what is your budget? Myself, I would aim higher if my budget allowed for it. Around here, the basic bottom end stuff might bring $100, while a bike that originally cost 10X more, with a lot better frame, better components, better wheels, etc., might go for $200. So if you can swing it, the $200 bike could be night and day better, and well worth the extra $100.
