Touring - defect in the frame?

this afternoon while checking out some steel frames, i noticed on the right chain stays that there was an indentation next to the bottom bracket, looks like it was caused by some impact. but the guy in the shop told me that it was "specially designed" to prevent the chainring from hitting the frame. but i doubt that was true, anybody know something about it?

it is not unusual to see the right chainstay dimpled next to the Bottom Bracket to accomadate the current low "Q" cranks' 3rd chainring

yes, exactly the same place, but a bit smaller. thanks guys, now i can buy the frame.
