Classic & Vintage - 24" wheel... but what kind?!

Bikeforums.net is a forum about nothing but bikes. I have a tubular 24" wheel with vintage Mavic hubs (circa mid/late 80's), bladed, radially laced spokes and has a Clement Criterium 24 (Sevizio Corse) tire. Everything is accounted for except the wheel. Can anyone identify this brand (picture attached)?

Obvious label is obvious. Lol.
You and me both, bro. Except mine was a little harder to read.

Well, kinda, I guess. I mean, I searched for NISP, NISF, NISK, "Moncalier". I guess I forgot the obvious NISI combo. Ah well. It's only one small slice of humble pie I have to eat on the board, in anonymous-land. At least I don't have to look you in the eye and ask ;)
