I have a Velozolex La Parisiennne in near mint condition. The frame is really nice looking, but a bit heavy. Almost all the components and the frame are made in france. I'm wondering whether it would be better to part it out or sell whole...
Here's what it has:
Simplex Deraillers
Front and Rear MM Atom QR Squewers
Mafac Race Centerpuls
Rigida Chrolux Steel Wheel (Marked with a 74) with Normandy Alloy hubs
Solida Crank arms
If it is a consideration, I'd be selling it no Philadelphia Craigslist or ebay...
Parts you list don't seem to have much value, other than perhaps the Mafac brakes. Its an entry level bike from the bike boom, polish it up and sell it complete.
In general, part outs are best suited for bikes with high end parts. Mid grade or lower parts tend to go cheap, and bring more when part of a complete bike.

Would it be cost effective to downgrade the bike before selling, then sell the better parts? I have other 27 inch wheels laying around...If I sold it whole, what do you think a good price would be if I left it as is?

Well, if you think you can hook another fish on those steel wheels, go for it. ebay is the land of variance. Sometimes things really take off, other times they go cheap. I bought a nice Univega road bike, cromoly frame, alloy wheels, good components, for $20 for instance.
There really is no way I can guess a value without seeing high quality pictures. But it sounds like you feel you can do pretty good!
Around here, off brand, entry level, from the bike boom, minimal value. Philly is probably better.
