I'm trying to adjust the tiagra triple front derailleur, but for some reason, I am unable to get the outer limit screw set. No matter how much I turn the screw or which direction, I am getting no movement from the derailleur. The inner limit works just fine, but I am stumped with the outer. Any idea what could be going on here?

If in doubt, don't.
I could train a chimpanzee to adjust a rear derailleur but fronts can be something else. In a nutshell, there are several possible front derailleur adjustments and they have to be done in a certain order because each one affects the subsequent adjustments. Limit screw adjustments, once set, seldom need tweaking.

Hint: If the shifter is not pulling the derailleur against the high limit screw, the screw adjustment will have zero effect.
