recently acquired a spray painted Fuji frame, and after stripping away some of the paint i found the logos Fuji VAlite tubing and a faint logo reading Fuji Del Rey. I am curious to the year, and quality of the frame itself. serial is KA402478 with sugino cranks, suntour shifters and derailleur.

Most likely an '84. Pretty color scheme ,Oak Green, that year too. Or, the Star Silver was a nice color as well. Frame is mid level in an overall strong line up.

I'm had a few fuji del rey's... fixed up and refurbished they ride decent and are great commuters. In my area they sell refurbished for around $150 to $175. However one that has been spray painted is probably in need of lots of work both mechanical and cosmetic.
thanks for the replies, i'm probably going to convert it into a fixed gear to save me the hassel of finding the parts it needs. although it may be a little big for me since its a 25" frame and i am 6'0 tall :/
