The market around San Luis Obispo is pretty high, as it is a college town, but I was wondering if this was overpriced at $550 (also since it's not in the celeste colorway). I'd bargain a bit as well, obviously. Anyway, thank you all in advance!

definitely overpriced. if your market is high though it then might not be much you can do about it.

nice bike though

if I shot him with $400, would that still be overpriced in your opinion?

IMHO $400 is till a bit high but most of Calif is a hot market. very little of the bike, other than the cranks, looks to be original and the brakes as you can see/read are mismatched. the derailleurs look more like mid '90s Stratos (a low end Campi group). the wheels look pretty nice but I would have to suspect they are freewheel and the shifting is set up for friction. the frame is likely a mix of Columbus with Falck stays and fork.
