I've been interested in getting into a bit to cross, but only have steel road bikes. I've also been looking at getting a better commuter (where I can hang fenders etc). So, I found this guy on Craigslists and wondering if I'm crazy to try to learn to race on this thing (i also don't have much money)
It's an 88 Nishiki Cresta touring frame.

I don't see why not. I'd do it in a heartbeat. In fact, I've been looking for something like that or an early hybrid to turn into a dirt road/cross bike. The geometry may be a little slack, but it seems like it would be a good platform for cross otherwise.
Yes, you're crazy.... now go get a set of cross tires and get muddy....

A tad heavy probably but for 200 bucks you get a good commuter that will do ok as a first CX-bike.
No little nubs on the bottom of the top tube to grind into your shoulder... go for it!
