Bicycle Mechanics - Upper pulley on RD-6700 has a lot of friction

I put on a new chain and was wiping off the teeth on the RD pulleys when I noticed that the top pulley has a ton of friction. I removed it and the outer metal seals to check for obstructions. None appeared to my eye so I am wondering what the best way to clean and lube it is. I am unsure of how to handle a ceramic bushing and shimano says only to lube it occasionally.

Just clean it with a degreaser and put a light oil like trifol on the bushing .

If you have 3 mm or maybe it's a 2.5mm allen and can carefully remove the RD cage arm and extract the pulley, check the ceramic bushing for fracture. I've had that happen this results in higher friction as the round metal side covers squeeze on the pulley because the ceramic bushing has failed and is no longer providing sufficient standoff clearance for the pulley to spin. It it isn't broken, a little cleaning and light grease should really make it smooth.

I had already taken it apart and wiped down the bushing and metal seals. There was nothing wrong with the bushing so I tried some Phil Wood Tenacious Oil. It certainly does not spin any better.

Is the derailleur cage squeezing the pulley too tight to let it spin freely?
I would take out the axle bolt, clean it and put a drop of locktite on the threads, then screw it in, with the pulley in place. Don't screw it in too tight. The locktite will hold it.
