Well, it's a Motobecane and apparently the Ranger Hi Tech model. Looks like a fairly low end model from the '80s. It would make a great utility bike. Add black fenders and a rear rack, put on toe clips, street slicks and lights and you'd have a bike that gets lots of compliments.
