Specifically:
-Lugs (captain seat/top tube junction)
-Lugged BB's
-Drain pipe and laterals
-Beefy fork bits.

you aren't going to find these
-Drain pipe and laterals
Not sure what a drain pipe is, but laterals can be bought from Wick's, Aircraft Spruce, or McMaster. Henry James has some parts for tandems
-Beefy fork bits.
I suggest you buy a tandem fork
Ceeway has 2 lugs, but for a dropped (mixte) stroker top tube. They also have 28.6x1.3 unicrown blades. If you ask directly they probably would have other stuff.
Nova has some beefy tandem chainstays, and have a new crown that'll take big blades.

A couple cool set of photos were recently posted by Tom Kellog at Spectrum cycles demonstrating projects involving fabrication of bilaminate lugs. You could make your own non-standard lugs for most any unavailable configuration following these examples.
