Sorry, 9090 isn't a serial number and isn't an assembly date code either. Where did you find that number?
Look closely at the head badge for four small, lightly stamped digits. They represent the assembly date of the bike. The first three digits are the day of the year (001-366), and the last digit is the last digit of the year. The components and decals will tell us the decade.
Le Tours ranged from hi-ten steel frames to double-butted chromoly, and the components from mediocre to pretty nice stuff, so without knowing the model year and the specific model, putting a value on it ould be arbitrary.
Some good quality photos would be a huge help.

OP: please post pictures. Your description tells us nothing, as the LeTour was made for a couple decades in many different forms. Also, condition is everything. We cannot even guess at its value without good resolution pictures.
