Do you mean 650c front/rear or 650c front / 700c rear?
650/700 is now illegal as UCI rules state that both front and rear wheels must be the same diameter.

I've actually heard a PhD in aerodynamics/aerospace postulate that 650 front/rear might be faster in a time trial during some armchair physics conversations. But, as the saying goes, "One test result is worth one thousand expert opinions." -- Wernher von Braun
