Here is an overview of the ROI math:
Cr - cost of rigid bike
Cf - cost of similar folding bike
Cl - cost of lock
initially: Cf > (Cr+Cl)
but iteratively, when incorporating
R - # of replacements due to theft
Wc(R) - lock weighting function, which represents the rising cost of better and better locks as R increases
Cf < Σ(R) (Cr + Wc(R)*Cl)
Since for cases using Cf, R remains zero.
