Apparently, these two men knew each other and had a dispute about the purchase of some marijuana. (And he was shot in the leg, so bulletproof chaps would have been more helpful than a vest.) :)

I didn't see anything in the article about a marijuana purchase. If you know more, could you share a link to the other article?

Indeed. Bulletproof vests simply are not designed to protect you in the kind of firefight you're most likely to experience in traffic. And promoting the use of Magic Kevlar coats only serves to perpetuate the myth that getting shot at is dangerous.
