Apparently, these two men knew each other and had a dispute about the purchase of some marijuana. (And he was shot in the leg, so bulletproof chaps would have been more helpful than a vest.) :)

BANDON, Ore. (AP) -- Oregon State Police said a 40-year-old man riding his bicycle on U.S. Highway 101 on the Oregon coast was shot in the leg with a handgun, both enmeshed in a long-simmering feud over marijuana issues.

Indeed. Bulletproof vests simply are not designed to protect you in the kind of firefight you're most likely to experience in traffic. And promoting the use of Magic Kevlar coats only serves to perpetuate the myth that getting shot at is dangerous.
