Instead of going past obstacles and thinking that someone should do something about it, why not do something about it yourself. The person you end up helping might be you in the end.

Some examples...

Trimming low branches (or getting the owner/manager/or municipality to do it)

I agree. I am in the process of clearing some bushes from the bike/ped path, that are making it virtually impossible to pass from either direction, walking or biking.

Edit: It took almost a month. But the county finally finished the job.

The bushes I had previously mentioned, were cleared about two weeks ago.
