why is it they are held on by 6 sided bolts, and not hand release skewers?

Because those things are sketchy as hell. I saw one of my friends nearly kill himself when he kicked the quick-release on his front wheel while doing a Neil Armstrong off a quarterpipe.

There are several reasons:
1. Most bmx axles are in the 3/8" and 14mm range, which is larger than quick release is designed for.
2. Many riders have pegs, which means the quick release wouldn't work with it.
3. If a person rides street, they are likely to destroy the quick release mechanism in a single session. It's just not durable enough.
4. Because riders pull their feet off and move them around the bike, it is possible, though not likely, that they may inadvertantly hit the quick release mechanism mid-trick.

Another thing is there is no need to really ever quickly change a bmx wheel.. Even if you get a flat you can pop your wheel off with the tools that bmx riders carry with them, it's not that much of an incovenience. Bmx bikes are made to hold everything on there, very tightly.. the bike gets banged up too much to have things able to come off with hand power.
