how does a top pull and bottom pull front derail differ, besides the exposed mechanism on the one? they both pull the cable from the bottom bracket dont they? can you apply both to the same set up?

One of the two pulls the derailer in the same direction as the rear one by pulling back on the lever. they are interchangeble.

No. Depends on your frame. Cable is routed under the BB with bottom pull. With top pull, cable is routed from the top tube and down the seat tube to the derailleur.
You also have a choice of either a top or bottom SWING... Either only one or both styles can work depending on your frame.
