one thing is for sure
the picture in the article is wrong
just before the end of the year they banned the Scooter looking ebikes from bike paths, they are still legal, but only on roads
on that picture it's as if every one was riding off from the side walk on those e-Scooters, and those things are damn heavy, i've checked out quite a few models of them
definitely dangerous to ride that on a side walk or bike path

That picture was clearly taken in China. People ride scooters and motorcycles, drive cars, play bad-mitten, and set up shop on the sidewalks; frequently all at the same time.
