I've been comunicating with an Ebay seller who insists he has a 22.0 3ttt stem from the mid-90's.

Does anyone know if 3TTT ever made 22.0 stems, let alone well into the 1990's? Couldn't find any references anywhere...

They did in the 60's. The did in the 70's. I bought a French bike with a 3ttt stem as standard equipment in 1972.
I do not know about the 90's.
As long as it is not a welded up type of unit, it should be safe to modify even if it is not. If the seller is in France or Switzerland then it may well be.

Just wanted to post a follow-up on this:

Here's the description from the auction:

"3 TTT polished aluminum 120mm stem, 22mm quill diameter (standard 1"), clamp is 25.6mm. Excellent condition with all hardware and logo in good condition (see photo). Perfect for your vintage ride, this is the model with the "hidden" bolt, rubber cap is in place and in perfect condition. Some minor wear just above minimum insertion line but overall great looking stem. Please email with any questions- Happy Bidding!"

When I asked a question regarding the diameter, this is the response I got:

"the quill measures 22mm (standard 1" headset), the clamp is 25.6mm"

I still didn't believe the guy, and bid hoping the stem was in reality a 22.2. Won the auction and it arrived in the mail yesterday. It is clearly stamped 22.2 (and measures) - and I got if for cheap since he listed the "wrong" size.

Glad I won this and not someone hoping for a 22.0 stem.

Some folks have trouble measuring the difference between 22 mm and 22.2. Sounds silly but it takes a fairly precise tool and care, two things many people do not possess.

I can understand the difficultly measuring; however, the stem is also clearly marked with "22.2". Personally, I don't think the seller measured or even looked at the stem.
