Bran' spankin' new computer. Installed Windows 7 last night on it after building it.
Has anyone run into a static/white noise sound when shutting down Windows? Only happens for a second or two!?!?!

nope....I'd check your sound card

I have had some Linux laptops where the sound card will make a little *pfft* out the speakers at the last second when the machine powers down. Can't say I ever cared enough to look into it.

Not too unusual. Ignore it.
Pretty much every machine I've own had static when shutting down. Don't shut it down.

Check for recording devices.
