1. Do LX v-brakes have the parrallel push mechanism that the xt and xtr v-brakes have?
2. What do V brake boosters do for your brakes? What are they used for?
3. Any advice either positive or negative on purchasing XT v-brakes over the LX, XTR or avid brakes.

1. The new LX deore brakes do have a parrallel push mechanism.
2. Boosters are supposed to improve braking by improving the stiffness or something like that. I'm not too sure about it but it makes the brakes look better I reckon.
3. I would probably purchase some avid brakes. The ones I have tried stop real well - squeal free.

Brake boosters do so by keeping your seat stays and fork (the fork probably not an issue) from speading out from the force of the brake. Any braking energy that is used by spreading the stays and fork is not used for braking. Walk up to your bike and squeeze the rear brake hard, if your stays spread out, you may find a booster useful, otherwise you are just wasting your bucks.
Parallel push is cool, but my xt v's (98 model) got loose and rattled and also squealed like crazy until I got Ritchey pads for them. I would go with the Avids also, even their single digits.

I used to use 2000 LX front and rear, then i got a new model XT for the front but no matter what pads i used i couldn't stop it howling. so that resides of the rear were it fine and i bought a XTR for the front these don't have perfromance differance compared to the LX but are a bit lighter.
Shimano carbon brake booster at both ends do give a more solid lever feel and brake bite even on front forks not as much as on the rear though. cheap taiwanize stuff only makes little difference on the rear and none on the front

If you're so focussed on getting Shimano V's, at least get the Deore's!
Yes, you heard right. No more parallel-nonsence (I used XTR V's as well), if you use Deore's with cartridge pads you will have all the stopping power and feel you need. And you have money left to get something else as well. They are than equal to Avid SingleDigid Mags, which are on my race rig.
With cartridge pads, they weigh 191 grams, compared to XTR (198) and LX (over 280?)
Use the Deore levers as well, these are very stiff and smooth, plus of course cheap. Weight is almost the same as XTR Levers, 2 grams more.
