I decided to switch to vredestein fortezza's (25mm) because I like the high psi (145 max.....gives me more blow out confidence during decents where I am spinning out my 53-11)
What top quality tire liner do you recommend for flat protection?
P.S. For tubes I was thinking of running Michelin Air Plus.

Forget tire liners, they reduce aerodynamic efficiency because they deform the shape of the tyre under high pressure. I suggest running only on rims, as most tyres have a terrible rolling resistance that is detrimental to high speed performance, especially on long stints into the wind in ratios higher than 53-12. Please note that turning performance may be compromised slightly.
If this doesn't provide full satisfaction then why not try ordinary cork handlebar tape. It's cheaper than high performance/expensive tyre liners and provides a few extra millimetres of space between the inside of the tyre and the tube with 30 fewer grams. It also conforms to the HP tube-tyre continium in a more plastic manner than the garden variety tyre liner.
PS. Michelin Air Plus are only adequate for sustained high speed runs. You should seek out better performing products.

What RPM is "spinning out" for you?
Spinning a 53x11 at 160 RPM gets you you just over 60 MPH. Are you claiming to go faster than 60 on descents? 160 RPM is not that high a cadence.
I've spun a 52x13 up to 60 MPH in descents before going into a Russian tuck. In general you are going to go faster tucking than pedaling any time you are descending over 50 MPH.
You should borrow a track bike and learn how to spin.

What??? fortezzas are puncture resistant, and liners blow.

It also absorbs any sweat you drip onto the tire, preventing spontaneous hydroplaning, and looks very stylish. however, i do not recommend benotto tape.

160 RPM is not that high a cadence.
What do you consider a "high" cadence?
