Wondering if I should keep this single speed as is or part it out and sell the frame.
Frame is a 50cm Panasonic PT-4500 in good shape.
As is I would like to sell the complete bike for $150 to $200 but I'm wondering what the frame alone is worth since its a small touring frame.

Better off building it up as a touring bike. Small size should do well. As is, around here you would not get much as the SS/FG market has lost its luster.

As a complete touring bike with drop bars and gears you'd do a lot better. But if you don't have those parts it might cost you more to build it up than it would be worth.
As it sits I'd say you're more in the $100 range. The bare frame could go for $50+ so if you want to keep the parts I'd say strip it and sell to someone who will build it back up.

Best set up would be a triple crankset and barcons. The more it looks like a real touring bike, the more you will get. Put a double on it, and around here, you just lost the touring buyers (at that point, it becomes a $175 to $200 bike). Put some good pedals on it as well. Save those plastic pedals for a MTB flip.
Take some polishing compound to get rid of about half (or more) of the top tube scrapes (and the fork scrapes as well), a triple crankset, barcons, and all of a sudden, its a $350 bike.
Any of the decent Suntour long cage (GT) rear derailleurs would work well: Vx GT, ARX GT, BL GT, Cyclone II GT (Cyclone Gen 1 has too much value).
New Shimano UN26 bb can be bought on line for $10.
