I recently went from 700x35 to 700x32 on my hybrid, should I have changed the stock tubes?

I wouldn't. If going smaller than designed, I might worry about capturing wrinkles, but there is enough stretch to let you go up that much.

FWIW, I've bought one size tube for 20 years--700x28, which I've used in tires from 25 to 41 mm. No problems ever. They're rubber; they stretch

Take a metric ruler and see how little difference there is between 35mm and 32mm.

If you switched to tires that are a lot narrower, say 35mm to 23mm, I'd get narrower tubes. The issue is that it gets progressively harder to stuff a fat tube into a skinny tire and progressively easier to pinch the too fat tube under the tire bead. Even at that it can be done but, for no more than tubes cost, to me it isn't worth the trouble.
