This (http://www.sfgate.com/cgi-bin/article.cgi?file=/chronicle/archive/2002/04/22/BA107360.DTL) article in the SF Chronicle talks about a California law that would require some employers to pay employees who don't drive to work. There seems to be a lot of fine print, and they end up saying that only about 3% of the state's free parking spots are covered, but still, if you live in California, this might be something to look into.
