I've used them in the past. It's an decent solution to not having braze ons, but I found the cage moves around somewhat no matter how tightly you secure the velcro. I ended up putting some rubber adhesive between it and the bike frame which worked well.
I agree, the cage does move around a bit and it's impossible to cinch it down tight enough to prevent it. BUT, because the cage strap is adaptable to different diameter tubing, I was able to attach a water bottle to my stem so I can carry 3 bottles on my frame (two on the frame and one on the stem). There is a company called Minoura that makes several different kind of mounts depending on your needs; and they won't slip. I've sold a lot of them for use on kids bikes but I wouldn't recommend one for typical adult use.

I have one as a spare should I need a third bottle.(Before I bought a Camelback.) Nick said it all..Good for a spare.
