I seem to be having a problem on the 2nd to 3rd cog down from the top of my chainwheel on my bike. I have Ultegra STI shifters and when shifting from the 2nd or 3rd cog down(doesn't matter which one sometimes) my shift lever will not shift anymore, it feels as if it had reached the bottom of the chainwheel. After shifting back up and down a few times it will finally free up and shift downwards however it's a little bit of a pain when trying to set up for a sprint and etc.. I've tried changing cable tension and it seemed to have made a difference at first but would then start acting up again. Any ideas on this?

How old are the cables? The Cable may have lived out its usefulness and needs replacing.

they are nearly brand new, just finished building the bike myself about a month ago. Been having the issue for a while.
