I've looked but just ain't finding any info on those bike racks that are double layered. One spot for the battery and the top layer where you put stuff and panniers.

Can anyone provide a link to where they got their rear rack? TY

Some people are using two seat post mounted racks. One for the controller and battery and the other above for trunks or panniers. This puts a lot of stress on the seat post and risks failure of the actual seat post.

I have seen plenty of frame mount racks with the controller and battery packs mounted on the underside of a single layer rack. But I have never seen a frame mount rack that has two distinct "shelves".

Another thing you can do is zip tie on a deep steel wire mesh office tray onto a regular rack. Put your pack into the tray and put a strong bungy over the top or tie a cord, to hold the pack in the tray, and compress the sides of the tray against the pack which immobilizes it nicely. Then you can put a pannier cover over the whole shebang, for stealth. Easy on/off removal. I use a Ping pack in larger camera back, in these trays, and it is a flexible lightweight solution to carrying packs in a removable fashion. I have seven ebikes, so I need to remove my packs regularly and move them between bikes.
