New chains have that sticky grease stuff all over them. Do you need to clean that off, or is it just a lubricant that you can leave one there until you have to clean and relube your chain?

That sticky grease is cosmoline. There is nothing wrong with it. And actually it does provide a bit of lubrication already. Companies like Campy and Shimano shipping things overseas to the US, put a light coating of this stuff on the metal parts because the metal is exposed to ocean freight travel and the conditions are ripe for a lot of rusting.
Cosmoline will attract dirt, but so what? Ordinary chain lube attracts dirt. Just take the chain out of the box, put it on the bike, lube it up, and ride. Eventually, you will have to clean your chain and relube regardless of if it has the cosmoline on there or not.
