Not sure how much it matters but anyway I'm a girl, and I've never been able to reach very far. When I stand up straight and bend down, my fingers only reach about halfway down my lower legs.

go to a bike shop (or the store where you bought your bike) and ask to have a shorter handlebar stem installed.

You can move the bars closer and/or higher, I find that both of these work and it doesn't matter very much which you use. An adjustable stem will help you find the best position and may be OK as a permanent solution.
Bars with a bit of backwards bend may help. Northroad shape is good, also the On-One Mary.

Stem and/or handlebar change (you can get a handlebar with just a little rise and sweep to get your hands a bit closer in an upright riding position) will solve the immediate problem. From your description, another part of the problem that should be addressed is your flexibility. Assuming you don't have any injuries or medical conditions that prevent range of motion in your pelvis and lower back, you should be able to gain a few inches of reach by doing stretching exercises. There are a lot of good resources for flexibility training. I suggest a beginners intro level based in pilates and/or yoga.

Remember that when you move the seat forward it also changes the relationship of your hips and knees to the crank and pedals. Not that it isn't an option but consider the whole picture. A good bike fitting from an experienced professional should solve all of your problems. Most of the time a LBS will do the initial fitting on a new bike for free within a reasonable time of purchase, or you can pay for a more advanced fitting.

+1, shorter stem extension, perhaps taller, perhaps bike is men's-'unisex',
so top tube rather longer, as well.
being where a person in a bike shop can see your fit on your bike,
is the right thing to do.

The saddle fore-aft position should be set in relation to the pedals then the bar adjusted in relation to the saddle. If you try and do this in the wrong order, you cant adjust the pedal position to fit. It may be worth checking the fore-aft position.
