It has the half chromed stays and fork, but no black lugs. Is it a '74-'79 PX-10?

Yes it appears to be a PX10
You should already be driving.

Here is my '75 ...
Look for a slant '531 decal ahead of the shifters.
The lack of triangular Reynolds fork decals and plain white lugs fools some people, but it is nevertheless a PX10 in every respect.

Also another idea is to make sure it doesn't have a braze on for a dynamo on the left seat stay.
If it does it is still a great bike but just not a PX10.
