Buddy of mine has one and we were trying to pull the old suspended fork off it due to it being completely shot. Removed the top allen bolt that goes through the stem and bars come off the but the fork still wont budge. Whats my next step?

Too little info , is it a threaded or threadless headset (1994 could be either), as this makes a big difference, both have a allen bolt on the top, but they perform different functions. have you looked here? http://www.parktool.com/blog/repair-help/categories/headset-service

If its threadless, I would take a rubber mallet and tap/bang at the top of the steerer tube which should hopefully knock the wedge hold on the bearing free.

If its threaded, and the stem has already been removed, I guess the next step woudl be to remove the locking nut and the bearing nut?

Thank you for the prompt replies. Sorry if this is something basic but its all relatively new to me. Reading up on the park tools link right now. If i still cant figure it out I will post some pictures tonight so as to provide better info. Thank you again for the help :)

It sounds like you have a threaded fork, if the stem came out, you need to undo the big nut at the top of the fork. If the stem still isn't out and wont move, you have to put the bolt back in, do it up a couple of turns and hit it with a mallet, that should loosen the wedge and should come out.

One way to tell by inspection is, with the stem removed is there a length of unthreaded steerer sticking up above the top of the headset? If so, it's threadless. If the top of the steerer is slightly below a hex or octagonal large nut, it's threaded.
