Looking to purchase a track fork, For 1 1/8 inch steerer, in a Low ATC and low Rake,
Something with a tight tire clearnce and 28mm rake, I havent found much options.

Might just be a custom only deal. See a frame builder. They do forks

FWIW: I had a track fork that wouldn't fit a 700x25C tire. A 700x23C would barely graze the underside of the crown. It left with the Steelman frame when I sold them, and they ended up in So. Cal. However, it was 1" threaded steerer.

you going to only ride on a clean track?, too little clearance and the slightest stone
sticking to the tread will jam in the gap, and fling you over the bars.

Huh? How big a rock do you think those tires will pick up and carry all the way to the crown? How big a rock do you think will fit under that crown that won't imbed in the tire? Rocks are the most effective brakes? I'm sure you were kidding though, right?

if there is a 1/16" of clearance , 1/4 " will do . jam the tire to a stop.
a stick in the spokes, face plant stop.
Just drop the fixie poseur parts , if the thing is not going to be on a track,
that gets swept clean.
And wear that full face helmet.
