I'm new to cycling and was looking for a decent bike at a affordable range. I saw an offer from someone selling their Trek 1200 bike for 700$. The bike looks new (a year old at most) and below are the specs:

Frame: Alpha SL Aluminum
Fork: Bontrager, carbon
Wheels: Shimano Tiagra hubs; Alex alloy rims w/eyelets
Tires: Bontrager Select, 700x25c
Shifters: Shimano Tiagra STI, 9 speed
Front Derailleur: Shimano Tiagra
Rear Derailleur: Shimano 105
Crank: Bontrager Select 52/42/30
Cassette: Shimano HG50 12-25, 9 speed
Pedals: Alloy/nylon road w/clips and straps
Saddle: Bontrager Race Lux
Seat Post: Bontrager Carbon
Handlebars: Bontrager Sport
Stem: Bontrager Select, 17 degree
Headset: Aheadset Slimstak w/semi-cartridge bearings, alloy

Is this a fair price for the bike? or should i wait for a better deal?

2)Since list on this bike is about 850$, I'd say it is a crappy deal on a year old bike. You could probably do better at an LBS, or bikes direct.

Unless I'm mistaken the last 1200 was made back in 2006. Regardless, $700 is definitely not a good price on this. You'd have better luck getting last year's model NEW at an LBS. Bikes direct? Not the best place IMO if you don't know what you're looking for or what size you need. Plus the whole "90% assembled" thing is a little bogus. If you don't know how to work on bikes expect to take a bikesdirect bike into an LBS and pay them to assemble/check it over properly. At this point you're probably just better off getting a bike at the local shop where they can fit you properly to it, offer a warranty, etc.

Agreed, good deals can be had on craigslist IF you know what to look for.
