Bikeforums.net is a forum about nothing but bikes. Our community can help you find information about hard-to-find and localized information like bicycle tours, specialties like where in your area to have your recumbent bike serviced, or what are the best bicycle tires and seats for the activities you use your bike for.

Very true. This happens more often than one might think! I've been on both the winning and losing end of that tactic.

It's the head unit for the SRM power meter.

Rules prevent the riders from using computers in such events. Some riders will use them as pacing aids. But, the data is very valuable for later analysis. So, they are allowed to mount the head unit (which records the data) in a place where the rider cannot view it when riding.
Go here to see the type of data that they record: http://www.srm.de/index.php/gb/srm-in-action/competition-with-srm/track
