It's very cool looking, but my guess would be if it's a flip you should pass. If however you want it to keep/be an awesome learning project (or just wrenching, dunno your current skill level) I'd do it.

Being a girl's bike it's not really worth much. $30 might be an ok deal if you can fix it yourself, but it's pretty rough cosmetically so even after you're done it's not going to be worth much.

Get the bike! Don't be fooled by condition or style. Older bikes like that are becoming increasingly popular and sought after. If it were here, I would already be reporting the acquisition.
Flip it or build it. Either should prove rewarding.
