Winter Cycling - second layer for bottom half

Short version: Anyone use these? Opinions?

Long version:
I'm covered on my top half for cold weather road riding but so far my only option for the bottom half is a pair of Performance Triflex tights which have served me well down to the high 30's or so. From about 45F down to 35F I've needed to add a little extra layer in front of the boys to keep them from getting too cold but other than that, no complaints. Well, tonight, it's 14F and if it wasn't for the ice on the roads and the tons of salt b/c of said ice, I'd really want to be out riding. I might be if I knew I was prepared for the weather. A few searches turned up these pants as an over-the-tights option. Anyone using them? If not, is there something else you'd recommend? I don't think a second set of tights would work all that well for me. I'm imagining the final fit being so tight that I lose all flexibility. But having never tried it, maybe I'd be ok.

These lined Gore-Tex wind pants are discontinued from Performance (probably why I found a pair for $20 last year), but they are great. Perhaps you can find something similar.

I only use a pair of Reebok hydrovent (wicking) tights and a pair of wind/water resistant pants. But I live in Northern California, where the weather only drops to the low 20s.

I think the second layer is key to surviving the cold. Once I can start to generate heat, I'm fine. With just the one pair of tights, I can't seem to make that happen. I'm going to keep an eye out for some fitted wind pants.

oddly enough, i do have an extra pair, but they are a women's small. (i usually wear mine over street clothes, so i needed a M). i meant to return them, but forgot...

i have an even better pair i bought last year from MEC - they are great for 15F cycling. i can't seem to find them online. they have zippers that go all the way up the outside of the legs, so easy to get on and off without talking off my boots.

I stopped by EMS tonight to see what they had which wasn't much. Some loose fit tights which fit me terribly and the rest was too baggy to be useful. I need to do more searching. Somewhere out there is the perfect pant.
